Anthony J. Sartor was appointed to the Board of Commissioners in March 1999. His most recent reappointment to the Board was in January 2008 by Governor Corzine. Dr. Sartor is currently the President and Chief Operating Officer of KeySpan Services Inc., (a National Grid Company) in Warren, New Jersey. Prior to his appointment to the Port Authority Board, he served from 1992 to 1999 as a Commissioner of the New Jersey Sports and Exposition Authority. A pioneer in the environmental engineering field since the 1960s, Dr. Sartor received his Ph.D. and Masters degree from the University of Michigan in Chemical Engineering and his Bachelors degree from Manhattan College. He is listed in Who's Who in America, Who's Who in American Science and Engineering, American Men and Women of Science, as well as many other national and international directories.

As Vice President of Business Development at ACCION New York and New Jersey, Ms. Spaziano is responsible for designing, executing and managing the organization's marketing strategy. In her role, she directs community outreach and the Training, Resource, and Advising Center (OnTRAC) programs, as well as leads brand management, public relations, and partnership development. Prior to her promotion, Ms. Spaziano served as a Community Relations Manager at ACCION. She previously served as an Americorps volunteer with Crossing Borders, where she directed an educational program and worked with local organizations on immigrant rights and cross-border issues. She holds a BA in Philosophy and Psychology with high honors from Providence College.
Michael J. Spicer

Michael J. Spicer, a health care executive with more than 20 years of hospital and long term care experience, is President and Chief Executive Officer at Saint Joseph’s Medical Center in Yonkers, NY.
Mr. Spicer is the first male and first lay president of Saint Joseph’s, a Catholic health care facility founded by the Sisters of Charity in 1888. He began his career with Saint Joseph’s in 1984. He served as Executive Vice President and Chief Operating Officer and was named Chief Executive Officer prior to assuming the Presidency of Saint Joseph’s in 2000.
Mr. Spicer holds a Bachelor of Science Degree from Fairfield University in Connecticut and an MBA from St. John’s University. He is a fellow of the American College of Health Care Executives. Mr. Spicer is also a Board Member and past Chairman of Northern Metropolitan Healthcare Association, and a former Board Member of the Healthcare Association of New York State.
Mr. Spicer was instrumental in the hospital’s dramatic expansion and development over the past 20 years. Today’s Saint Joseph’s includes a 194-bed acute care hospital, a 200-bed nursing home – “The Linehan Pavillion”, two affordable senior housing facilities – “Griffin House” and “Seton Manor”, and numerous out-patient programs and services for the residents of Southern Westchester and the North Bronx. Among its particular strengths are comprehensive programs in primary care, geriatrics, surgery, radiology, mental health, renal dialysis, and Emergency Medicine. Saint Joseph's Medical Center is also proud to have the only Family Medicine Residency Program in Westchester County. The New York Medical College at Saint Joseph’s Family Medicine Residency Program was established in 1974 and is sanctioned by the Accreditation Council for Graduate Medical Education (ACGME).
Mr. Spicer facilitated numerous major construction projects, as well as the addition of new services that have contributed to Saint Joseph’s significant growth and expansion, among them, the addition of MRI services and a greatly expanded Ambulatory Surgery Site and Endoscopy Suite, construction of the state-of-the-art Thomas and Agnes Carvel Foundation Family Health Center, a 450-space new parking garage, the renovation and expansion of the hospital’s busy Emergency Room and, most recently, Saint Joseph's Medical Center joined an elite handful of hospitals in the country by purchasing Toshiba’s state-of-the-art 64-slice CT Scanner, the most advanced technology of its kind.
As President and Chief Executive Officer, Mr. Spicer is providing the strategy, leadership and vision to continue to provide the latest technologies and most comprehensive array of programs and services to meet the ever-changing needs of our community. He is maintaining the high standards of care and community service Saint Joseph’s reputation is built on.
He and his wife, Kathy, have three children.

John F. Stewart is Citibank’s Managing Director of National Distribution. In this role, he is responsible for the 1000-branch network within the United States that serves over 3 million customers. As a 24-year veteran of Citi he has previously served as President of Citibank New York, President and CEO of Diners Club Canada and Managing Director of the Atlantic Division of the Citifinancial consumer finance business. John serves on the Board of Directors of both the Consumer Bankers Association, based in Washington, DC and the New York Bankers Association, where he is Treasurer. He is also a member of the Board of Directors of the Make-A-Wish Foundation of Metro New York & the Board of Trustees of the Leukemia and Lymphoma Society New York City Chapter. He is a graduate of the Partnership for New York David Rockefeller Fellows program.
Prior to joining Citibank, John was a Captain in the United States Army. He is a graduate of the United State Military Academy at West Point, NY and holds an MBA from Columbia University.
Patrice Courtney Strong

Patrice Courtney Strong has been coordinator of Mid-Hudson Energy Smart Communities since 2002. This community outreach program has Pat and her team on the road daily, discussing with communities the assistance available from the New York State Energy Research & Development Authority, a/k/a NYSERDA. Prior to that she worked for six years as a consultant to the U.S. Department of Energy, and a writer and editor on energy and the environment. A Woodstock resident, Pat served as a business reporter and editor at several newspapers in the Hudson Valley. In Kingston, she is the volunteer head of the Kingston Midtown Business Association, a group of some four dozen businesses in the city's most economically challenged neighborhood. She serves on the Ulster County Global Warming Task Force.
